Information about FileLocal

FileLocal is a public agency formed as a nonprofit corporation as authorized by the Washington State Interlocal Cooperation Act (RCW 39.34.RCW) and Chapter 24.06 RCW. FileLocal is an instrumentality of its participating cities formed to carry out exclusively governmental activities. The four founding cities are Bellevue, Everett, Seattle and Tacoma. The legal name of the agency is the “Washington Multi-City Business Licenses and Tax Portal Agency.”

The four founding cities are “Principals” and have representation on the Executive Board governing the agency. Additional Washington cities may apply to join FileLocal, either as a Principal or as a Subscriber. Principals have voting rights on the Executive Board; Subscribers have nonvoting representation on the Executive Board.

FileLocal’s primary purpose is to offer a web-based service that makes it easier for businesses to obtain a business license and pay local taxes to its participating cities.

FileLocal is formed under an Interlocal Agreement and Related Articles of Incorporation.

FileLocal’s Executive Board is comprised of one representative from each Principal city. Board members must hold the position of chief financial officer, finance director, city treasurer, deputy chief financial officer, or equivalent at their city. The Board has a maximum membership of 15 at any given time.

Executive Board members serve for as long as they hold a position that qualifies them for the seat, unless the city they represent wishes to appoint someone else. Executive Board members representing multiple cities (either as a Principal or Subscriber) serve until the next regularly scheduled Board Officer elections, which are held every two years.

The Executive Board meets as often as necessary and is subject to the Washington State Open Public Meetings Act (Ch. 42.30 RCW).
